Publication of the Scottish Government’s new Coming Home Action Plan
SCLD welcomes the publication of the Scottish Government’s new Coming Home Action Plan and the announcement of a £20 million funding commitment to support implementation.
The new plan seeks to address the outstanding recommendations from the Coming Home Implementation Report, and identifies further actions to greatly reduce inappropriate out-of-area placements and delayed discharges for people with learning disabilities and complex needs.
The plan recognises that despite significant effort and commitment, at all levels, the number of people in inappropriate settings has not been reduced in line with the mission and vision of the Coming Home Implementation Report.
To accelerate progress, it sets out seven priority areas and outlines strategic aims with key actions to achieve these. It also details new governance and delivery structures including a Lived Experience Hub to secure the meaningful engagement of people with learning disabilities and their families moving forward.
The £20 million fund is designed to provide bespoke support, home adaptations, equipment and technology which support people to live in their communities.
SCLD lead for Policy and Rights, Lorne Berkley said “The publication of Coming Home Action Plan is a significant step forward towards ensuring that no one with a learning disability in Scotland is living in an inappropriate setting.
“We know that institutional living can result in harm and trauma for people with learning disabilities and leaves them vulnerable to abuse. This new Action Plan and additional investment should help to ensure that everyone with a learning disability enjoys the right to independent living and inclusion in their chosen community.”
Tomorrow, SCLD will publish a 12 Point Plan for Change based on its Rights. Equality. Inclusion. strategy. The plan calls for a clear process of accountability for people with learning disabilities who are stuck in hospital and for future reform to align with the UNCRPD and the principles of independent living.
